In the regulation of March 24, 2021, there are specific support amounts calculated and granted to provide public primary schools and technical schools that provide general education in the field of primary schools with textbooks for classes in the field of education: Polish, mathematics, science and social studies, and textbooks for classes within a certain modern foreign language range, In the case of grades 1-3, and in textbooks or educational materials in the case of grades four to eight, which have been changed by the Council of Ministers Regulation 26 June 2020 regarding the maximum limit for special-purpose subsidies for providing schools with textbooks and educational materials (Laws Magazine, item 1137), which went into effect June 30, 2020.

According to art. 55 seconds No. 8 of the Law of October 27, 2017 regarding the financing of educational tasks, the maximum amount of subsidies specified in the Cabinet Regulation of June 26, 2020 regarding the maximum amounts of special-purpose subsidies granted to equip schools with textbooks and educational materials, in effect from 2021.

The solutions adopted in the decree maintain the regulations contained in the Minister of National Education Decree issued on March 5, 2020 regarding granting a targeted subsidy for equipping schools with textbooks, educational materials and training materials in 2020 (Laws Code, Article 479).

In accordance with the provisions set forth in the Ad Hoc Benefits Regulation, in 2021 schools that are eligible to receive a targeted aid in 2021 for all students in grades two, five and eight of elementary schools can apply. In addition, schools may also apply for other grades that have received targeted support for all students in 2019 and 2020, to the extent necessary to provide schools with textbooks and teaching materials, among other things, due to the increase in the number of students assigned. Classrooms compared to the number of students in the previous year and in terms of reimbursement for costs incurred for the purchase of textbooks, educational materials and exercise materials.

With regard to the increase in the maximum support amounts for the equipment of government primary schools and technical schools that provide public education in the field of primary schools under the Cabinet Regulation issued on June 26, 2020 regarding the maximum amount of private amounts – purpose subsidies for providing schools with textbooks and educational materials, the regulation has changed the limit Maximum target subsidy amounts to:

  1. Textbooks for grades in the field of education: Polish textbooks, mathematical, natural and social, for classes in a foreign language or certain modern educational materials – which in the case of grades 1-3 is PLN 90 per student;
  2. Textbooks or educational materials that link to:
  1. 168 PLN per student – in the case of fourth degree,
  2. 216 PLN per student – for the fifth and sixth grades,
  3. PLN 300 per student – for the 7th and 8th grades.

On the other hand, the amount of support allocated to training materials remains unchanged and amounts to 50 PLN per student – in the case of grades 1-3 and up to 25 PLN per student – in the case of grades four to eight according to art. 55 seconds 5 points 2 and 4 of the law of October 27, 2017 regarding the financing of educational tasks. The amount of the refund indicated in Art. 57 sec 4 of the Law of October 27, 2017 regarding the financing of educational assignments.

Therefore, in annexes 1, 2, 4 and 5 of the regulation, new amounts of the subsidy intended for equipping public primary schools and technical schools that provide public education in the field of primary schools with textbooks or educational materials have been included in an appropriate manner.

Due to the application of the new mentioned above, the amount of the subsidy allocated to textbooks or educational materials in Appendices 1, 2, 4 and 5 in Part Three, in relation to the reimbursement of costs incurred in the 2020/2021 academic year, separate items are provided for the expenditures that schools spend in 2020 or In the year 2021, respectively, to which different amounts of reimbursement apply, that is, before and after the verification of the maximum grant amounts. In the event of a refund for lost sets of textbooks or educational materials made:

  1. In 2020, the amount of refund will be granted up to the amount specified in Art. 55 seconds 5 points 1 and 3 of the law of October 27, 2017 regarding the financing of educational tasks, in force in 2020, that is, in the case of:
    1. Textbooks for classes in the field of education: Polish, mathematics, science and social studies, textbooks for classes in a certain modern foreign language or educational materials – up to 75 Polish zlotys per student – in the case of grades 1 to 3,
    2. Textbooks or educational materials – up to:
    • PLN 140 per student – in the case of fourth degree,
    • 180 PLN per student – for the fifth and sixth grades,
    • 250 PLN per student – for the 7th and 8th grades;
  1. In the period from January 1, 2021 to August 31, 2021, the refund amount will be granted up to the amount specified in the Council of Ministers Regulation on June 26, 2020 on the maximum amount of special subsidies granted to equip schools with textbooks and educational materials, that is, in the case of:
  1. Textbooks for classes in the field of education: Polish, mathematics, science and social studies, textbooks for classes in a certain modern foreign language or teaching materials – up to 90 PLN per student – in the case of grades 1-3,
  2. Textbooks or educational materials – up to:
    • 168 PLN per student – in the case of fourth degree,
    • 216 PLN per student – for the fifth and sixth grades,
    • PLN 300 per student – for the 7th and 8th grades.

The method of calculating the subsidy allocated to equipping the school with textbooks, educational materials and exercise materials, the method of payment of support and the method of calculating the costs of the task service, which will constitute 1% of the amount of the subsidy allocated to the transfer, has not changed in the forms.

The regulation came into effect on April 1, 2021. The proposed deadline would allow school principals to provide the necessary information to determine the target subsidy amount and to apply for a subsidy to purchase textbooks, educational materials and exercise materials for the academic year 2021/2022 according to the deadline specified in ART. 58 seconds 4 of the Act on Financing Educational Tasks.

The amount stipulated in the state budget for support in 2021 is 439 million PLN.

This year, annexes to the Minister of Education and Science Regulation of March 24, 2021 regarding granting support for equipping schools with textbooks, educational materials and training materials in 2021 (Laws Journal for 2021, Item 577) can be prepared using the application available in: https://dotacjepodreczniki.mein.gov.pl/. According to the regulation, attachments may be submitted in the form of:

  1. Electronic – with a qualified electronic signature, personal signature, or trusted signature, sent via the Electronic Public Administration Services Platform (ePUAP), or
  2. Paper (traditional – by applying an appropriate stamp and handwritten signature, sent by traditional mail) and electronic with a qualified electronic signature, personal signature or trusted signature, sent via the electronic public administration services platform (ePUAP).
